Engineering Report for September:

Sewer Rehabilitation Program:

  • Gravity Collection Rehabilitation Project contract will be executed within several days, construction expected in 60 days.  Low bid is at approx. $2.4 M (estimated cost was $3.0 M), allowing for either cost savings, or expanded rehabilitation limits.

  • Lift Station Rehabilitation Project is 70% design complete, opinion of construction cost remains within $1,799,700 budget. 

  • Same as last report:

    • Construction contingency of $100,900 is held in reserve (expect to spend in the gravity collection rehab project).

    • Utility GIS website is complete and operational.  When parcel data is complete, consultant will schedule training with Town and make website public. 

    • Pearl St. Lift Station Force Main has been approved by LA Dept. of Health, and is ready for construction

Principal Engineering recommends award of the gravity sewer rehabilitation project bid to Gulf Coast Underground, LLC.  The amount of the lowest responsive bid is $2,423,360.80.  All aspects of the low bid appear to be in order.

  • Gravity Collection Rehabilitation Project is 100% design complete.  LDEQ (funding agency) has reviewed and approved for advertisement.  When final comments from LADOTD for pavement patching, and clearance from LADH are received, project will be advertised for bid; expecting 30 days +/-.

  • Lift Station Rehabilitation Project is 33% design complete, opinion of construction cost remains within $1,799,700 budget.  Design completion is anticipated in June 2019.

  • Same as last report:

    • Construction contingency of $100,900 is held in reserve (expect to spend in the gravity collection rehab project).

    • Utility GIS website is complete and operational.  When parcel data is complete, consultant will schedule training with Town and make website public. 

    • Pearl St. Lift Station Force Main Upgrade: Submitted to LA Dept. of Health last month for review and approval.

Sewer Rehabilitation Program: 

  • Gravity Collection Rehabilitation Project is 75% design complete.  Entirety of identified defects within overflow-prone basins will be within budget.  Approach to isolated issues is being reviewed to maximize the area of Town treated.

  • Lift Station Rehabilitation Project is 25% design complete, opinion of construction cost remains within $1,799,700 budget.  Design completion is anticipated by April 2019.

  • Construction contingency of $100,900 is held in reserve.

  • Utility GIS Survey is complete, computer GIS layer generation is in progress.  Operational map available through web interface is still anticipated in February 2019.

  • Pearl St. Lift Station Force Main Upgrade design will be submitted to LA Dept. of Health this week for review and approval.

Sewer Rehabilitation Program:

  • Gravity Collection Rehabilitation Project is 60% design complete.  Same technical report as November: “Sewer overflows are observed in the Pearl St. basin and Indian Trail basin (which combined make up most of the Town’s sewer pipe length).  Engineer’s opinion is that those two gravity basins can be 100% rehabilitated for 83% of the gravity rehabilitation budget. The remainder of the budget will be assigned to structural and infiltration rehabilitation of defects in other basins.  Design approach has been refined so that 100% of identified defects could be addressed in the construction budget of $3,057,700; however, some non-critical defects in non-overflowing basins may be cut from the scope to fund construction of missing manholes in the Pearl St. basin for better future O&M. Design completion is anticipated on schedule, by February 2019.”

Safe Routes to Public Places: Proposed grant request to improve connectivity to public areas such as schools, public buildings, and communities within the Town of Abita Springs.   The project data required of the application process needs to start in Q4 2018 to meet 2019 spring application deadline.  Project data and concepts to be proposed prior to the November meeting.

Abita Oaks Loop Parking:  The developer/HOA is adding 11 off-street parking spots and a playground area.  The project is substantially complete and the contractor is correcting punch list items.

Abita Trailhead Parking:  Phase 1 - 30 parking places proposed using the Keller Street right of way between Highway 59 and the Tammany Trace behind the Abita Brew pub. The conceptual plan is complete.  The project is estimated to cost between $18,000 and $25,000 depending final design and soil conditions.  An additional 15-20 parking places may be added in a phase 2 depending on land availability....

Recreational Trails:  Project pending US Army Corps of Engineers “Waters of the US” permit review.  Following up with USACE on status.

Abita Trailhead Park:  Additional parking conceptual plan complete and the cost estimate is being developed.

Sewer Rehabilitation Program: CCTV inspection report received two weeks ago, late due to data loss by consultant & required re-inspection.  Basis of design document expected mid-September. 

Harrison Ave Extension Land Use and Transportation Study: Regional Planning Commission Report is complete.  Next phase of the effort will begin in September, including environmental and engineering advancement of the concept.
