			<content:encoded><![CDATA[<p>The following minutes were taken from the regular monthly meeting of the Mayor and Board of Aldermen on February 17, 2010 at the Town Hall in Abita Springs.</p>
<p>	Alderman Lemons gave the Invocation and Alderman Patterson led the Pledge of Allegiance. </p>
<p>Mayor Fitzmorris expressed how proud he was of the New Orleans Saints and what an amazing time he had at the Super Bowl and at the Saints Parade.   He shared his excitement for ridding in the Zulu Parade this year and what a wonderful experience it was.  </p>
<p>PUBLIC HEARING:<br />
MAYOR AND COUNCIL COMPENSTAION ORDINANCE: Mayor Fitzmorris explained the raises noting it has been years since salaries were increased. He explained the increase will go into effect in 2011.  Alderman Lemons noted he is fully giving his support for Mayor and Council Raises.  He believes by increasing salaries more people will become involved in Government.  Mayor Fitzmorris noted that being Mayor and Alderman there is a lot of responsibility.  He feels this compensation is fair noting that built into the Ordinance is a cost of living raise that will be capped at 3% and includes 3% the Town Clerk salary.  Alderman Patterson discussed the Public Committees and their function.  A couple of residents commented on how much the town has grown and the responsibilities of the elected officials.  Alderman Patterson made a motion to close the Public Hearing, seconded by Alderman Campbell.</p>
<p>Mayor Fitzmorris called roll and present were Alderman Campbell, Dugas, Lemons and Patterson. Absent was Alderman Edmiston.</p>
<p>Alderman Patterson made a motion to accept and waive the reading of the minutes of the January 19, 2009, regular monthly meeting, seconded by Alderman Lemons, Vote YEAS: 4, Campbell, Dugas, Lemons and Patterson, NAYS: 0, ABSENT: 1, Alderman Edmiston, ABSTAIN: 0.  </p>
<p>Alderman Dugas made a motion to accept the November 2009 financial reports, seconded by Alderman Campbell, Vote: YEAS: 4, Campbell, Dugas, Lemons and Patterson, NAYS: 0, ABSENT: 1, Alderman Edmiston, ABSTAIN: 0.</p>
<p>DEPUTY VAUTHIER/STPSO:<br />
Deputy Vauthier gave a brief recap of arrest/citations for the month.  He mentioned the Neighborhood Watch meeting is scheduled for March 24, 2010 at 7:00 pm in Town Hall.    </p>
<p>FIRE DEPARTMENT REPORT:<br />
Fire District #8 representative gave a brief recap of calls for the month.  He noted the Fire Department has taken over the All Town Garage Sale and the date has been set for March 27, 2010.  </p>
<p>TOWN MARSHAL:<br />
Town Marshal, Joe Candilora gave a brief summary for the month. He explained it was a quiet month.</p>
<p>ENGINEERING PROJECT REPORT:<br />
Administrative Assistant, Donna Kilpatrick gave an update on street paving. She noted the sidewalks are still on track for March 10th, 2010 and City/State Agreement for the Landscaping on the Traffic Circle was signed by the Secretary of State and executed on January 13, 2010.    </p>
<p>OLD BUSINESS:<br />
Alderman Dugas made a motion to adopt the Mayor and Council Compensation Ordinance, seconded by Alderman Campbell.  Vote was: YEAS: 4, Campbell, Dugas, Lemons and Patterson, NAYS: 0, ABSENT: 1, Alderman Edmiston, ABSTAIN: 0.  </p>
<p>NEW BUSINESS:<br />
Alderman Patterson made a motion to allow Walgreens High &#038; Low Alcohol License pending ABC approval, seconded by Alderman Dugas.  Vote was: 4, Campbell, Dugas, Edmiston, Lemons and Patterson, NAYS: 0, ABSENT: 1, Alderman Edmiston, ABSTAIN: 0.</p>
<p>Alderman Lemons made a motion to allow SSA Quick Stop High &#038; Low Alcohol License pending ABC approval, seconded by Alderman Campbell.  Vote was: 4, Campbell, Dugas, Edmiston, Lemons and Patterson, NAYS: 0, ABSENT: 1, Alderman Edmiston, ABSTAIN: 0.</p>
<p>Alderman Lemons made a motion to adopt the Hazard Mitigation Adoption Resolution, seconded by Alderman Patterson.  Vote was: 4, Campbell, Dugas, Lemons and Patterson, NAYS: 0, ABSENT: 1, Alderman Edmiston, ABSTAIN: 0.</p>
<p>Alderman Campbell thanked the Museum Committee and the community for yet another great Push Mow Parade this year advising the proceeds will benefit the Trailhead and Park.  She advised there will be a Neighborhood Watch Meeting held at Town Hall on March 24, 2010 and the Annual All Town Garage Sale will be held on March 27, 2010.  </p>
<p>Alderman Patterson motioned to adjourn, seconded by Alderman Dugas.   </p>

<p>PUBLIC HEARING:<br />
HISTORIC COMMERCIAL DISTRICT USES WITHIN BOUNDRY OF CLTURE DISTRICT ORDINANCE:  Mayor Fitzmorris opened the public hearing discussing the uses in the boundaries of the Cultural District.  Allowable uses were established and Specific uses requiring a Special Use Permit were also determined.  He explained the Special Use Permit process and noted businesses needing a Special Use Permit would go before the Planning and Zoning Committee to determine use.  Alderman Campbell made a motion to close the Public Hearing, seconded by Alderman Lemons.</p>
<p>Mayor Fitzmorris called roll and present were Alderman Campbell, Dugas, Edmiston, Lemons and Patterson. </p>
<p>Alderman Edmiston made a motion to accept and waive the reading of the minutes of the December 15, 2009, regular monthly meeting, seconded by Alderman Campbell, Vote YEAS: 5, Campbell, Dugas, Edmiston, Lemons and Patterson, NAYS: 0, ABSENT: 0, ABSTAIN: 0.  </p>

<p>DEPUTY VAUTHIER/STPSO:<br />
Deputy Vauthier gave a brief recap of arrest/citations for the month.  He commented on the Town of Abita Springs being a quiet community.    </p>
<p>FIRE DEPARTMENT REPORT:<br />
Fire District #8 representative/Troy Lange gave a brief recap of calls for 2009 and for the month of January 2010.  He noted the Fire Department has taken over the All Town Garage Sale and the date has been set for March 27, 2010.  </p>
<p>TOWN MARSHAL:<br />
Town Marshal, Joe Candilora gave a brief summary for the month. He mentioned there was extra patrol on parking in front of businesses.</p>
<p>ENGINEERING PROJECT REPORT:<br />
Town Engineer, Jean Thibodeaux reported the road paving bid came in within budget and Barriere Construction, LLC was the lowest bidder.  He was excited to report he had received the sidewalk proposal draft.  Mayor Fitzmorris noted the Request for Qualifying Statements for Engineering Services for the CDBG Project went out for advertisement.    </p>
<p>Mayor Fitzmorris commented on the cold weather noting it was the coldest weather in 20 years.  He explained a couple of the issues with the water and gas due to the cold weather.  Mayor Fitzmorris noted bills will be high and the town is willing to work with residents on them.   He thanked the maintenance department for all of their hard work making sure everyone had gas and water.  </p>
<p>OLD BUSINESS:<br />
Alderman Lemons made a motion to amend the Midtown Cultural District Uses as noted, seconded by Alderman Campbell.  Vote was: YEAS: 5, Campbell, Dugas, Edmiston, Lemons and Patterson, NAYS: 0, ABSENT: 0 ABSTAIN: 0.  </p>

<p>Alderman Patterson made a motion to adopt the Street Improvement Bid Acceptance Resolution, seconded by Alderman Edmiston.  Vote was: 5, Campbell, Dugas, Edmiston, Lemons and Patterson, NAYS: 0, ABSENT: 0 ABSTAIN: 0.</p>
<p>Alderman Dugas made a motion to introduce the Mayor &#038; Council Compensation Ordinance, seconded by Alderman Campbell.  Vote was: 5, Campbell, Dugas, Edmiston, Lemons and Patterson, NAYS: 0, ABSENT: 0 ABSTAIN: 0.</p>
<p>Alderman Dugas made a motion to amend the agenda to add the Saints NFC Championship Resolution, seconded by Alderman Campbell.  Vote was: 5, Campbell, Dugas, Edmiston, Lemons and Patterson, NAYS: 0, ABSENT: 0 ABSTAIN: 0.</p>
<p>Alderman Edmiston made a motion to adopt the Saints NFC Championship Resolution, seconded by Alderman Campbell, Vote was: 5, Campbell, Dugas, Edmiston, Lemons and Patterson.</p>
<p>Alderman Edmiston noted Covington High School is looking for volunteers to judge the Senior Research Project.  Anyone interested should call Mary Lewis at Covington High School.  </p>
<p>Alderman Campbell announced Bryan Gowland received the Presidents Award at the St. Tammany Parish 5th Annual Arts Awards.  She noted the Push Mow Parade will be held on February 6, 2010 and sign up will begin at 8:00am at Town Hall.</p>
<p>Town Clerk, Jennifer Oalmann mentioned WSTE will soon start clearing the town right of way.</p>
<p>Alderman Patterson motioned to adjourn, seconded by Alderman Edmiston.   </p>

			<content:encoded><![CDATA[<p>The following minutes were taken from the regular monthly meeting of the Mayor and Board of Aldermen on December 15, 2009 at the Town Hall in Abita Springs.</p>
<p>	Alderman Campbell gave the Invocation and Alderman Dugas led the Pledge of Allegiance. </p>
<p>PUBLIC HEARING:<br />
2010 PROPOSED BUDGET ORDINANCE: Mayor Fitzmorris opened the public hearing and went over proposed numbers for 2010.  He explained decreases and increases in revenue collected and expenses paid out.  Mayor Fitzmorris also noted the budget has to be a balanced budget.  Mayor Fitzmorris mentioned the special section on the 2010 Budget was due to the redirection of 1 mill for lighting and 2 mills for the park and playgrounds.  Mayor Fitzmorris noted recycle was revisited and participation has increased.  Alderman Lemons gave a brief summary about the 80% increase in recycling and a school program set up to recycle through Coastal Waste.  Mayor Fitzmorris mentioned he is encouraged by the participation percentage and would like to extend recycling for another year.<br />
Mayor Fitzmorris explained he tries to give employee pay raise every year but no raises were budgeted for employees.  He expressed his appreciation to the employees for their understanding in regards to the town’s situation.  Alderman Patterson made a motion to close the public hearing, seconded by Alderman Lemons.</p>
<p>HISTORIC COMMERCIAL DISTRICT USES WITHIN BOUNDRY OF CLTURE DISTRICT ORDINANCE:  Mayor Fitzmorris opened the public hearing noting this ordinance needs to go before Planning and Zoning again to get their approval and this should be done by January.  Alderman Campbell made a motion to defer to the January 19, 2009 Town Council Meeting, seconded by Alderman Lemons.</p>
<p>PARKING AMENDMENT ORDINANCE: Mayor Fitzmorris opened the Parking Amendment public hearing discussing the Parking Amendment Ordinance explaining the clarification in the language will help the town enforce the parking rules.  Alderman Dugas made a motion to close the public hearing, seconded by Alderman Campbell.</p>
<p>Mayor Fitzmorris called roll and present were Alderman Campbell, Dugas, Edmiston, Lemons and Patterson. </p>

<p>LT. ESCHER/STPSO:<br />
Lt. Escher gave a brief recap of citations explaining more warnings are being given due to the Holiday’s.  He explained in detail some issues that happened in the past month advising all residents to lock their homes and cars.  Lt. Escher announced he would be leaving in January and returning in May.  He joined the United State Army Reserve as an Assistant Chaplin.  Community Relations Officer, Eddie Vauthier was introduced to take Lt. Escher’s place while out.  Mayor Fitzmorris expressed how proud he is of Lt. Escher and how he will be missed noting what he is doing is important and he is confidant that all would be handled.</p>
<p>FIRE DEPARTMENT REPORT:<br />
Alderman Lemons gave a report for Fire Department #8 noting a 10% increase in calls since this time last year.  He advised that all six new fire fighters have passed the Fire Fighter 1 course and Hazmat course.</p>
<p>TOWN MARSHAL:<br />
Town Marshal, Joe Candilora gave a brief summary for the month.  Mayor Fitzmorris mentioned the decrease in complaints since Town Marshal Candilora has been out patrolling the streets.</p>
<p>ENGINEERING PROJECT REPORT:<br />
Town Engineer, Jean Thibodeaux reported that a lot of the Road Paving bid packets were picked up by local contractors and a couple of addendums were sent out noting if recycled asphalt is used the town would be able to asphalt more roads.  He advised the bid opening has been rescheduled until December 18, 2009 at 2:00pm.  Town Engineer, Jean Thibodeaux reported on the progress of the Sidewalk Project and the chance to receive some Stimulus money for the project.  He also reported on the Roundabout Landscaping, CDBG gas and water valve project and noted the Handicap Accessory Structure was complete.  Discussion followed on meeting with the DEQ Loan Program and storm water infiltration.   Mayor Fitzmorris thanked Valarie Horton with the State and Town Engineer, Jean Thibodeaux for their hard work on the Sidewalk Project.  The Handicap Accessory Structure is complete and Mayor Fitzmorris commented on a job well done by Southern Homes.   </p>
<p>Mayor Fitzmorris discussed the seven inches of rain that was received since Friday, December 11, 2009 explaining that we are in good shape with drainage.  He noted the Abita River was high but we have had very little street flooding.  Discussion followed on lift stations and drainage.    </p>
<p>Alderman Campbell mentioned on Thursday, December 17, 2009 in the lighted field across from Town Hall Trinity Baptist Church will begin Christmas Caroling at 6:30.  She noted schools are decorating the Christmas trees in the park.  Mayor Fitzmorris thanked the Ladies Progressive Club for the donation of the lights and Cleco for putting up the lights.  Mayor Fitzmorris thanked Pastor Baker with Trinity Baptist Church for the beautiful Widow’s Banquet and how much they enjoyed it.  Alderman Campbell also mentioned the Push Mo Parade will be held on February 6, 2009 and the 2010 theme is “What were you thinking”.  She noted line up starts at 8:00am and parade rolls at 11:00am.</p>
<p>Mayor Fitzmorris mentioned Mr. Stire passed away this week noting he was on the Council.  He also mentioned that Mr. David Root will be honored at the Saints game on Saturday for the People’s Health Award.</p>

<p>	Alderman Campbell gave the Invocation and Alderman Dugas led the Pledge of Allegiance. </p>
<p>PUBLIC HEARING:<br />
APPENDIX J: Mayor Fitzmorris opened the Public Hearing discussing the International Residential Code advising the town currently follows Appendix J and noted the importance of adopting the Appendix J Ordinance.  Alderman Dugas made a motion to close the Appendix J Public Hearing, seconded by Alderman Lemons.</p>
<p>HISTORIC COMMERCIAL DISTRICT USES WITHIN BOUNDRY OF CULTURAL DISTRICT: Mayor Fitzmorris opened the Public Hearing.  He discussed the Cultural District boundaries, allowable uses and uses that would require a special use permit.  Alderman Lemons mentioned by making the changes this will enhance the Cultural District and he is in support of the changes.  Alderman Dugas noted the recent expansion of the Cultural District.    Alderman Dugas made a motion to close the Public Hearing seconded by Alderman Campbell. </p>

<p>LT. ESCHER/STPSO:<br />
Lt. Escher gave a brief recap of citations and reports for the month.  He reminded all residents to lock vehicles, homes and business and should report any suspicious activities to the St. Tammany Parish Sheriff’s Office.  </p>
<p>FIRE DEPARTMENT REPORT:<br />
Fire District #8 representative recapped monthly calls mentioning the success of the smoke house at the Water Festival.  He noted that Fire District #8 has taken over the garage sale and anyone having questions should call the Fire Department.  Mr. Lange expressed importance of safety when checking and using space heaters. </p>
<p>ENGINEERING PROJECT REPORT:<br />
Town Engineer, Jean Thibodeaux reported that sidewalks are on the DOTD bid list for March 2010.  He is hoping to have a response later in November regarding the cash match on the landscape for the roundabout.  Mr. Thibodeaux is requesting the irrigation for the landscape as a cash match.  Mayor Fitzmorris thanked Allyson Schilling for going above and beyond noting she was a pleasure to work with.  He expressed his appreciation to Southern Homes for a job well done on the Elevator Tower advising it is complete and we are working on getting the elevator lift.</p>
<p>Mayor Fitzmorris commented on what a great success the Water Festival was.  He was pleased with the turn out. He introduced Mr. and Mrs. Calvin Cognevich as the 2010 Citizens of the Year for the Town of Abita Springs.  Mayor Fitzmorris thanked all of the volunteers for their help and musicians for the wonderful music.  He stated this is a community he can be proud of.  He also thanked Abita Brewery for the generous donations.  He commented on the huge success Halloween was, thanking Clerk of Court Kathy Armand for all her hard work.  He thanked everyone for the donations and help explaining this was the largest crowd the town has had.  Mayor Fitzmorris reminded residents to check the town’s website for a listing of up coming events for the Holiday season.</p>

Lt. Escher gave a brief recap of citations/arrests for the month mentioning extra patrol in certain areas.  Lt. Escher commented on attendance for the Neighborhood Watch Meeting.  Alderman Campbell thanked Lt. Escher for the excellent presentation at the Neighborhood Watch Meeting. She noted the next meeting will be held in January 2010. </p>
<p>FIRE DEPARTMENT REPORT:<br />
Fire District #8 representative recapped monthly calls.  He noted calls are down by 9 from this time last year and commented on false alarms.    </p>
<p>ENGINEERING PROJECT REPORT:<br />
Town Engineer, Jean Thibodeaux reported Sidewalk Project plans have been resubmitted to DOTD and scheduled for bid and construction should start within the next 3 months.  The Trailhead Handicap Accessory Structure is expected to be completed by end of the year.  All proposed roads have been measured and bid is expected to be advertised within a couple of weeks and will run for 30 days.  St. Tammany has been advised of the towns desire to use the Sewer District #6 and a meeting will be planned with Parish Officials to answer questions and discuss agreement.  A proposal has been drafted to request a low interest loan from DEQ to expand the Towns treatment capacity and to make upgrades to the existing plant.</p>
<p>OLD BUSINESS:<br />
Alderman Campbell noted the Water Festival is returning on November 14, 2009, and is being held in conjunction with the grand opening and ribbon cutting for the park with free admission.  Discussion followed on bands and activities for the day.  Alderman Campbell mentioned October 31, 2009, a Halloween Celebration will take place in the ball field across the street from town hall commenting on the need for volunteers.  Mayor Fitzmorris expressed his appreciation to Artigue’s Abita Market for the Food Fest noting all proceeds were going to Abita Springs Elementary and Abita Springs Middle School.  Alderman Patterson commented on the great success of the Abita River Chili Cook off with all proceeds going to Friends of the Park.   </p>
<p>NEW BUSINESS:<br />
Mayor Fitzmorris discussed the Millage Election that took place on October 17, 2009 thanking those who voted.  He read and explained the Resolution.  Alderman Dugas made a motion to accept the Canvassing of Millage Ballot Returns Resolution, seconded by Alderman Campbell.  Vote was: YEAS: 5, Campbell, Dugas, Edmiston, Lemons and Patterson.  NAYS: 0, ABSENT: 0 ABSTAIN: 0.</p>
<p>Mayor Fitzmorris explained the 2009 Millage Resolution included a rededication of mils for the park and lighting.  He also noted it included returning 1 mil to the people.  Discussion followed on Millage. Alderman Patterson made a motion to accept the 2009 Millage Resolution, seconded by Alderman Edmiston. 			<content:encoded><![CDATA[<p>Abita Springs is once again participating in curbside recycling.  Recycling pick-up day is Tuesday for everyone throughout the Town.  If you have a recycling bin that you used previously and choose to use it again that is fine.  If you need a bin, please simply call Town Hall at 892-0711 and one will be provided for you or you may stop by and pick one up. Glass and cardboard are not permitted for recycling.  In addition, the cub scouts are also still recycling newspapers and have their drop off bin at the Ball Park if you choose to participate.  We urge all of our residents to participate in this worthwhile endeavor and utilize the curbside recycling program here in Abita Springs.</p>

<p>TOWN MARSHAL:<br />
Town Marshal, Joe Candilora reported on recent activity in the town.  He suggested all residents should check with the town before cutting any trees.  </p>
<p>ENGINEERING PROJECT REPORT:<br />
Town Engineer, Jean Thibodeaux reported Sidewalk Project should be bid out by end of year through DOTD and the Roundabout Landscape Project is currently going through the Environmental Clearance Process. </p>
<p>ALDERMAN DUGAS LEFT THE TOWN COUNCIL MEETING.<br />
Mr. Thibodeaux mentioned 95% of road paving has been measured and bids should start within the month for street improvements.  Negotiations between the Parish and the town are still in progress regarding Sewer District 6 Plant.    </p>
<p>OLD BUSINESS:<br />
Mayor Fitzmorris noted a Public Hearing was already held on the Town Home/Condo Ordinance.  Mayor Fitzmorris gave a recap of things discussed at the Public Hearing.  He then recommended the changes as suggested by Planning &#038; Zoning.  Mr. Day inquired on drainage issues and Mayor Fitzmorris explained the drainage has to be addressed by the property owners and they have agreed to address the situation.  Discussion followed on not having a change in density or vehicle parking.  The Fire Department previously reported fire hydrants are pumping 750 gallons per minute and fire trucks are able to access the roads.  It was also mentioned that green space will be maintained by the Homeowners Association.  Ms. Lynn Christiansen expressed her concern for safety of the children in the area and suggested building a park on the oddly shaped part of the development.  She volunteered to pay for the recreation equipment and noted that those who live in the area will be glad to help with maintenance and will plant trees and other foliage.  Mayor Fitzmorris thanked her and noted Alderman Dugas had to step away because his bank owns the property being discussed.<br />
Alderman Edmiston made a motion to amend the Town House/Condo Amendment Ordinance as noted, seconded by Alderman Campbell. Vote was: YEAS: 4, Campbell, Edmiston, Lemons and Patterson, NAYS: 0, ABSENT: 1, Alderman Dugas, ABSTAIN: 0.</p>
<p>Alderman Patterson made a motion to adopt the Town Home/Condo amendment as amended, seconded by Alderman Campbell. Vote was: YEAS: 4, Campbell, Edmiston, Lemons and Patterson, NAYS: 0, ABSENT: 1, Alderman Dugas, ABSTAIN: 0.</p>
<p>Alderman Campbell discussed all activities taking place in Abita from September thru November.  She also suggested all residents visit the website as it is updated daily.<br />
ALDERMAN DUGAS RETURNED.  She announced the Water Festival date is set for November 14, 2009.  This will be a grand opening for the park/trailhead mentioning Mr. and Mrs. Cognevich were voted Citizen of the Year and will be honored at the Water festival.  </p>

Mayor Fitzmorris spoke about the Resolutions for online banking noting the town is going to start automatic deposit. <p>Alderman Campbell made a motion to authorize Mayor Fitzmorris to apply for the LGAP Grant, seconded by Alderman Lemons.  Vote was: YEAS: 5, Campbell, Dugas, Edmiston, Lemons and Patterson.  NAYS: 0, ABSENT: 0 ABSTAIN: 0.</p>
<p>Mayor Fitzmorris introduced Vernon Brou who discovered a new moth. The name of the moth is Lithopane Abita.  Mr. Brou does insect research and this is one of many he has described in Scientific Literature.  He had samples of the Moths in Town Hall on display.</p>
<p>Mayor Fitzmorris discussed the Millage Proposition Ballot noting the mils are existing mils that would be redirected.  He explained at this time there are no dedicated funds and this would allow 1 mil for lighting and 2 mils maintenance of the park.  He advised the election will be held October 17, 2009,   </p>
<p>Alderman Edmiston made a motion to adjourn the September 15, 2009 Town Council Meeting, seconded by Alderman Dugas.</p>

			<content:encoded><![CDATA[<p>The following minutes were taken from the special meeting of the Mayor and Board of Aldermen on September 1, 2009 in the Town Hall of Abita Springs.</p>
<p>Alderman Edmiston gave the Invocation and Alderman Lemons led the Pledge of Allegiance.</p>
<p>Mayor Fitzmorris called the roll and present were Alderman Campbell, Dugas, Edmiston, and Lemons.  Absent was Alderman Patterson.</p>
<p>Mayor Fitzmorris called the meeting to order and opened the Public Hearing on the Town Home/Condo Amendment Ordinance. He described the property as being the Abita Oaks property located on Hwy 36 across from the Fire Department.  Mayor Fitzmorris explained Planning and Zoning has made a recommendation to amend the Town Home/Condo Ordinance to allow for detached single family dwellings.  He noted the changes were to have 10 feet between property lines and 2 parking spaces per dwelling.  Mayor Fitzmorris ask the Council and Public if there were any questions.  Mr. Bush questioned the selling amount of the homes.  Mr. Bernard stated the homes will be sold for around $250,000.00.  Mayor Fitzmorris advised the bank is starting to clean up the lots, turn the lights on and will address drainage issues before any building begins.  Mayor Fitzmorris mentioned he and Planning and Zoning Director, Cindy Chatelain went to Tangipahoa Parish to look at the cottages that were built there and agreed they are very nice.  Mayor Fitzmorris noted no vote will be taken tonight until a few more details are worked out and there is a definite plan for property to be purchased.  Mayor Fitzmorris ask that this be deferred until the September Town Council Meeting.  A concerned resident questioned the safety of the children regarding traffic, fires, etc.  Alderman Lemons reported the water system has 750 gallons per minute and the fire truck was able to go through roads.  Mayor Fitzmorris answered an inquiry that the homes will be built around the circle.  Discussion followed on zoning and zoning changes.  Mayor Fitzmorris noted the home will follow historic guidelines.  They will be built on a slab but have a raised look appearance.  Discussion followed on parking, lot sizes, and traffic.  A concerned resident ask if the town would consider putting speed bumps on St. Charles street, Mayor Fitzmorris said he would consider putting them on 9th Street to help slow the traffic down.  There were some questions regarding drainage, Town Engineer, Jean Thibodeaux advised they are going back to address this problem first before any building will start.  More discussion and verification followed on zoning changes.  Alderman Edmiston made a motion to close the Public Hearing, seconded by Alderman Lemons, Vote was: YEAS: 3, Alderman Campbell, Edmiston and Lemons, NAYS: 0, ABSENT: 1, Alderman Patterson, ABSTAIN: 1, Alderman Dugas.  Alderman Campbell made a motion to defer the Town Home/Condo Ordinance Amendment to the September 15, 2009 Town Council Meeting, seconded by Alderman Lemons. Vote was: YEAS: 3, Alderman Campbell, Edmiston, Lemons, NAYS: 0, ABSENT: 1, Alderman Patterson, ABSTAIN: 1, Alderman Dugas.  </p>

Resolution # 1	 Citizen Participation Plan Resolution.  Alderman Campbell made a motion to adopt the Citizen Participation Plan Resolution, seconded by Alderman Dugas.  Vote was: 4, Alderman Campbell, Dugas, Edmiston and Lemons, NAYS: 0, ABSENT: 1, Alderman Patterson, ABSTAIN: 0.<br />
Resolution #2 Citizen Complaint Procedure Resolution.  Alderman Campbell made a motion to adopt the Complaint Procedure Resolution, seconded by Alderman Dugas.  Vote was: 4, Alderman Campbell, Dugas, Edmiston and Lemons, NAYS: 0, ABSENT: 1, Alderman Patterson, ABSTAIN: 0.<br />
Resolution #3 Procurement Policy of the Town of Abita Springs.  Alderman Campbell made a motion to adopt the Procurement Procedures of the Town of Abita Springs Resolution, seconded by Alderman Dugas. Resolution #4 Residential Anti-Displacement and Relocation Assistance Plan. Resolution #7 Fair Housing Coordinator Appointment Alderman Campbell made a motion to adopt the Fair Housing in Compliance with Title VIII of the Civil Rights Act of 1968 Resolution as amended and Executive Order 11063 Resolution as amended, seconded by Alderman Dugas.
