Town Council Meeting Minutes 10/20/09

The following minutes were taken from the regular monthly meeting of the Mayor and Board of Aldermen on October 20, 2009 at the Town Hall in Abita Springs.

Alderman Patterson gave the Invocation and Alderman Campbell led the Pledge of Allegiance.

Mayor Fitzmorris called roll and present were Alderman Campbell, Dugas, Edmiston, Lemons and Patterson.

Alderman Edmiston made a motion to accept and waive the reading of the minutes of the September 15, 2009, regular monthly meeting, seconded by Alderman Lemons, Vote YEAS: 5, Campbell, Dugas, Edmiston, Lemons and Patterson, NAYS: 0, ABSENT: 0, ABSTAIN: 0.

Alderman Dugas made a motion to accept the May 2009 financial reports, seconded by Alderman Patterson, Vote: YEAS: 5, Campbell, Dugas, Edmiston, Lemons and Patterson, NAYS: 0, ABSENT: 0 ABSTAIN: 0.

LT. ESCHER/STPSO:
Lt. Escher gave a brief recap of citations/arrests for the month mentioning extra patrol in certain areas. Lt. Escher commented on attendance for the Neighborhood Watch Meeting. Alderman Campbell thanked Lt. Escher for the excellent presentation at the Neighborhood Watch Meeting. She noted the next meeting will be held in January 2010.

FIRE DEPARTMENT REPORT:
Fire District #8 representative recapped monthly calls. He noted calls are down by 9 from this time last year and commented on false alarms.

ENGINEERING PROJECT REPORT:
Town Engineer, Jean Thibodeaux reported Sidewalk Project plans have been resubmitted to DOTD and scheduled for bid and construction should start within the next 3 months. The Trailhead Handicap Accessory Structure is expected to be completed by end of the year. All proposed roads have been measured and bid is expected to be advertised within a couple of weeks and will run for 30 days. St. Tammany has been advised of the towns desire to use the Sewer District #6 and a meeting will be planned with Parish Officials to answer questions and discuss agreement. A proposal has been drafted to request a low interest loan from DEQ to expand the Towns treatment capacity and to make upgrades to the existing plant.

OLD BUSINESS:
Alderman Campbell noted the Water Festival is returning on November 14, 2009, and is being held in conjunction with the grand opening and ribbon cutting for the park with free admission. Discussion followed on bands and activities for the day. Alderman Campbell mentioned October 31, 2009, a Halloween Celebration will take place in the ball field across the street from town hall commenting on the need for volunteers. Mayor Fitzmorris expressed his appreciation to Artigue’s Abita Market for the Food Fest noting all proceeds were going to Abita Springs Elementary and Abita Springs Middle School. Alderman Patterson commented on the great success of the Abita River Chili Cook off with all proceeds going to Friends of the Park.

NEW BUSINESS:
Mayor Fitzmorris discussed the Millage Election that took place on October 17, 2009 thanking those who voted. He read and explained the Resolution. Alderman Dugas made a motion to accept the Canvassing of Millage Ballot Returns Resolution, seconded by Alderman Campbell. Vote was: YEAS: 5, Campbell, Dugas, Edmiston, Lemons and Patterson. NAYS: 0, ABSENT: 0 ABSTAIN: 0.

Mayor Fitzmorris explained the 2009 Millage Resolution included a rededication of mils for the park and lighting. He also noted it included returning 1 mil to the people. Discussion followed on Millage. Alderman Patterson made a motion to accept the 2009 Millage Resolution, seconded by Alderman Edmiston. Vote was: YEAS: 5, Campbell, Dugas, Edmiston, Lemons and Patterson. NAYS: 0, ABSENT: 0 ABSTAIN: 0.

Mayor Fitzmorris read and explained the LA Commercial Fishing Resolution. Alderman Dugas made a motion to accept the LA Commercial Fishing Resolution, seconded by Alderman Lemons. Vote was: YEAS: 5, Alderman Campbell, Dugas, Edmiston, Lemons and Patterson. NAYS: 0, ABSENT: 0, ABSTAIN: 0.

Alderman Dugas made a motion to introduce the Appendix J Ordinance, seconded by Alderman Lemons. Vote was: YEAS: 5, Alderman Campbell, Dugas, Edmiston, Lemons and Patterson. NAYS: 0, ABSENT: 0, ABSTAIN: 0.

Alderman Campbell made a motion to introduce the Historic Commercial District Uses within the Boundary of Culture Districts Ordinance, seconded by Alderman Edmiston. Vote was: YEAS: 5, Alderman Campbell, Dugas, Edmiston, Lemons and Patterson. NAYS: 0, ABSENT: 0, ABSTAIN: 0.

Discussion followed on a Moratorium in the Cultural District. Suggestions were made for a 120 day Moratorium in the Cultural District. Alderman Campbell made a motion to accept a 120 day Cultural District Moratorium, seconded by Alderman Dugas. Vote was: YEAS: 5, Alderman Campbell, Dugas, Edmiston, Lemons and Patterson. NAYS: 0, ABSENT: 0, ABSTAIN: 0.

Alderman Patterson motioned to adjourn, seconded by Alderman Dugas.
